Overview


What is the State Plan?

The State Plan for Independent Living is a roadmap outlining goals and activities that aim to improve access, choice, and opportunities for Hoosiers with Disabilities. A new State Plan is created every three years.

How is the State Plan created?

Together INSILC and Indiana’s Centers for Independent Living work to hear from our peers with disabilities, apply what we learn to the plan, and then put the plan into action.

We use many sources of information to create the plan, the most important being what we hear from people with disabilities. We collected, reviewed, and used information from all of the following sources:

  • Public comments and stakeholder feedback
  • Statewide needs assessment findings
  • American Community Survey (ACS) disability data
  • County-level demographic, socioeconomic, and service utilization data
  • Input forums, surveys, and community engagement activities
  • Independent Living consumer and performance data
  • Cross-cutting theme analysis
  • Benchmark reviews of state Independent Living plans
  • Administration for Community Living (ACL) and Independent Living Program priorities

People with disabilities are encouraged to give feedback on State Plan drafts throughout the process. INSILC will publish the drafts and promote opportunities to share input and suggestions. Check this webpage, subscribe to our newsletter, and follow us on Facebook to participate in the process. Full drafts of the plan will be available on or after the following:

  • Draft 1 – December 9, 2026 / Council Meeting
  • Draft 2 – February 15, 2027 / State Plan Committee Meeting
  • Draft 3 – April 19, 2027 / State Plan Committee Meeting
  • Final Draft – June 9, 2027 / Council Meeting

2027-2030 State Draft Goals & Objectives (Working Draft)

Goals are the broad areas we want to focus on. Objectives are smaller topics within each goal that describe the specific issues we want to address. Next, we will publish activities, which explain what will be done to reach each goal. We will also publish evaluation measures, which show how we will track progress and determine whether the activities are successful.

Goal 1: Community Living & Inclusion
Increase opportunities for individuals with disabilities to live independently and participate fully in their communities

  • Objective 1.1 – Increase access to affordable, accessible, and integrated housing opportunities
  • Objective 1.2 – Improve access to reliable transportation options that support employment, education, healthcare, and community participation
  • Objective 1.3 – Increase access to personal assistance services and other community-based supports
  • Objective 1.4 – Promote accessibility and inclusion in community programs, facilities, services, and digital environments
  • Objective 1.5 – Advance full participation in civic, recreational, educational, and employment opportunities
  • Objective 1.6 – Improve disability inclusion in emergency preparedness, response, recovery, and resilience efforts

Goal 2: Independent Living Core Services & Consumer Access
Expand access to core Independent Living services that support community living, self-determination, and consumer choice

  • Objective 2.1 – Increase outreach, information, referral, and navigation services for unserved and underserved populations
  • Objective 2.2 – Expand peer support and independent living skills opportunities that strengthen community participation and self-determination
  • Objective 2.3 – Expand youth transition services and leadership opportunities for youth with disabilities
  • Objective 2.4 – Increase successful transition and diversion outcomes that help individuals remain in community settings

Goal 3: Systems Advocacy & Public Policy
Promote systems change through advocacy, leadership, public policy, and disability representation

  • Objective 3.1 – Strengthen strategic partnerships and increase disability representation in community leadership and decision-making
  • Objective 3.2 – Advance public policy and systems change efforts that promote independence, accessibility, and community living
  • Objective 3.3 – Improve awareness of disability rights, accessibility requirements, and Independent Living philosophy
  • Objective 3.4 – Address emerging issues impacting Hoosiers with disabilities through education, coalition building, and advocacy

Goal 4: Network Capacity & Sustainability
Strengthen the capacity, sustainability, effectiveness, and leadership of Indiana’s Independent Living Network

  • Objective 4.1 – Increase the financial sustainability of the Independent Living Network through diversification of funding sources and resource development
  • Objective 4.2 – Strengthen organizational capacity of Centers for Independent Living through shared resources, technical assistance, and professional development
  • Objective 4.3 – Develop disability leaders who advance community participation, self-determination, and systems advocacy
  • Objective 4.4 – Develop and implement statewide data collection, evaluation, and performance management practices
  • Objective 4.5 – Strengthen the effectiveness, visibility, and leadership capacity of the Indiana SILC
